    Efforts to undercut the purpose and intent of the program have been a problem since its inception. In order the get the original act passed the Roosevelt administration was forced to make a devil’s deal with southern Democrats. Agricultural and domestic workers were excluded from coverage. This had the intended effect of leaving most southern blacks on the outside. The demographic blip of the retiring baby boomers creates a perfect opportunity to gin up hysteria about the program’s future.
