President Obama is expected to kick off a series of community conversations on immigration reform. Last year, even when Democrats controlled both the Senate and the House, Congress could not pass the DREAM Act, a bill aimed at providing upstanding young undocumented immigrants with a path to citizenship. With Republicans in charge in the House, there is even less chance of passing immigration legislation this year or next. The Dream Act would allow “qualifying undocumented youth [to] be eligible for a 6 year long conditional path to citizenship that requires completion of a college degree or two years of military service.”
