Communities of color have always paid a higher premium for the American Dream. This premium is often referred to as the “Black Tax” or the “Brown Tax.” The Empire Justice Center, a multi-issue, multi-strategy, non-profit law firm, has published a multi-part report entitled “Paying More for the American Dream.” The most recent report in the series addresses how “lenders have significantly decreased access to conventional refinance lending in communities of color, where the foreclosure crisis is taking an especially severe toll. In contrast, lenders significantly increased conventional refinance lending in predominantly white neighborhoods.”
